So many of these Victorian skirts require caution, but this one is made of a crisp moire (cotton or silk?) fabric that feels a lot like a heavy taffeta and sounds like dressing outlets up! It has 4 tiers in the 15" ruffle at the bottom, an attached 14" re-enforced underlayer, and is unlined.
