The crown is hand-embroidered with the emblem of the Anti-Fascist Council for the National Liberation of Yugoslavia, the political umbrella organization for the national liberation councils of the Yugoslav resistance against the Axis occupation during World War II, led by Josip Broz Tito. The insignia incorporates the date "29 - XI - 1943", commemorating the second meeting of the council, which resolved to create a Yugoslav federation under Tito's leadership.
